Well, recruitment is one of the major risks of any project so the first and most important thing to do is to talk it through with your JISC programme manager.
However we have produced a recruitment toolkit which contains practical advice on recruiting for projects. It is specifically geared towards digital repository projects but most of the advice is applicable to all projects.
